Some animals are always seen wandering around and very dirty. They are animals that are without owners. The other difference is that in shelters the staffs there are paid while in the rescue groups most do not receive any payment since most of them are volunteers. Another is that the shelters are normally funded by the government while the former are funded by donations from people and NGOs.
The other type of group that rescues animals are for the purpose of educating school kids and for local or national or even international tourists, who pay to see them. There are also those who keep them as volunteer just for the love of animals.
