First, you need to see what the living condition of that dog is. You have to inspect the place where they are being kept. The place has to be hygienic, one where the dogs will not get sick all too easily. If they are living in an environment where they are not safe, they will acquire illnesses and diseases that are difficult to cure.

The breeder should have a valid license. Not only a license, there are some certifications that the said breeder has to obtain from the proper authority. You have to know what these certifications and licenses are so that you can ask them from the breeder. If they cannot show you these, then look for another breeder.

The dogs should be the proper food stuff fed to them. One of the factors why pups are having a difficult time with their growth and development is that they are not fed well. Their diet is not balanced or they do not get fed at the right time. The breeder should always take care of this matter.

You can determine whether the pups are being cared for properly by their personality. Energetic pups usually show off that the pups are getting cared for properly. If the pups seem to be wary of people on the first meeting, then that might be a sign that there is something fishy going on within that breeding ground.

The reputation of the breeder will also have an effect on whether you will go ahead with the purchase or not. If the said breeder does not have a positive reputation in the dog lover's circle, then you better look for another. Otherwise, you might end up with problems if you go ahead with the negotiations.
